Learning by Sharing: How global communities cultivate skills and capacity through peer-production of knowledge
In: “10 trends in open innovation. How to leverage social media for new forms of cooperation”. 2014
This article was released as part of the reader ‘10 trends in open innovation’ published by GIZ – German development cooperation in June 2014.
It discusses the following issues: Sustainable human development needs solutions that scale, empower, benefit, and increase ownership. Peer-to-peer learning is a potential game changer: the trick is to build learning processes around open, commons-based peer production. Only then may one achieve more freedom to know, more appropriation of tacit knowledge, more self-sustainability of demand-driven learning systems, and more ownership. In addition, the inherent fairness of an open “knowledge commons” provides opportunities for unfettered open innovation and the scaling up of development solutions. Commons-based peer learning offers a trigger to enhance skills, competencies, connections, capacities, and the agency of people and their organisations on a global scale – from the global peer-to-peer university to the community of biogas digesters producers. It provides the freedom to learn – by sharing the world’s wealth of knowledge.

The Potential of Networks for Strengthening the Sustainability of Development Cooperation
In: “Global Funds and Networks. Narrowing the Gap between Global Policies and National Implementation”. 2014
Summary: Networks play an increasing role in development cooperation – both by number and impact. Their abilities to share knowledge, trigger innovation and learning, enable agenda setting, as well as their underlying factors of success are well-understood. How to make best use of this potential by organizations, however, is still widely debated. This article focuses on the linkage between an organization’s line management and its networks. This linkage is crucial to improve impact and sustainability of development projects. Three strategies highlight the options for decision makers in line management:
(i) in-sourcing networks, e.g. by creating an organization’s “proprietary networks”,
(ii) formalizing cooperation between line management and “autonomous networks”, and
(iii) integrating voluntary network based production in “open capacity development” approaches.
Several lessons for decisions makers are derived in each of the sections. The article is mainly based on experiences from the German International Cooperation, GIZ. Nevertheless the conclusions apply in the same way to any organization, whether government organizations from partner countries, philanthropic foundations or international NGOs.

Unleashing Open Innovation Systems (Article).
In: “Strengthening Innovation Systems in the Context of Development Cooperation”. 2010
The working group on ‘Promoting Innovation Systems’ of Germany’s development cooperation published a documentation on “Strengthening Innovation Systems in the Context of Development Cooperation” in Sommer 2010. An article by Balthas Seibold gives an overview of the potential of open innovation for developing countries. Taking commons@ip as an example, the paper enumerates important impact indicators, which demonstrate, how a move towards open innovation in developing countries might positively influence innovation systems. Freedom to innovate! (Article)

Germany’s international Development + Cooperation Journal published an article by Balthas Seibold in its edition 2010/4, which looks at open innovation and the knowledge commons in the framework of business development in developing countries. The piece argues, that innovation is key to private sector development, so stringent protection of intellectual property rights can hamper businesses in poor countries. To close the innovation divide, it makes sense to bank on open innovation and digital knowledge commons. The article has been coedited with Phillip Winter.

The piece talks about impact measurement in development cooperation. In the article Balthas Seibold takes the ICT capacity-building project it@coops of InWEnt to illustrate that it makes sense to examine what works – and how as many people as possible can be reached.

The global digital divide is an innovation and learning divide (Article, in German)

ENGLISCH ABSTRACT: The global digital divide is an innovation and learning divide! – This article examines some of the ethical challenges and solutions related to the digital divide with a focus on how capacity building is crucial to bridge the different divides. The article is part of the volume “Internetökonomie und Ethik” (= The Economy of the Internet and Ethics) published by the renowed German editing house “Duncker & Humblot” in Berlin. In the article, Balthas Seibold postulates that from an ethical perspective, access to internet is not optional in developing countries and that four layers of Internet (physical layer, logical layer, content layer, learning layer) need to be kept open in order to allow for innovation and global digital equality (“Gütergerechtigkeit”).

The article is a summary of the debates of the working group on “media and globalization” of the UNESCO/UNU-conference on “globalization with a human face” in Tokio in July 2003.

Accessible, comprehensible and relevant: expectations regarding online content by users in developing countries (Article)

English Abstract: This article was published in German under the title “Verfügbar, verständlich und relevant – was Nutzer in Entwicklungsländern von Onlineinhalten erwarten” as part of the volume 15 of the series “InternetResearch”. Based on a survey of 60 Internet Users in Peru, the study maps out a set of ten quality criteria, which are guiding expectations of users in developing countries such as Peru. Online content should be 1) freely accessible or to at very low cost 2) focus on particularly relevant topics such as education, science and health 3) be accessible as full text (not references to offline texts or mere links) 4) be available in local languages 5) be adapted to local context or rooted in local culture 6) be self-explanatory, easily comprehensible and based on didactic principles 7) be stored in small files for low-bandwidth environments 8) be ready for redistribution in non-digital media (paper, radio or orally). 9) be free of advertisement 10) be short enough to be captured on small screens.
German Abstract: Der Artikel beschreibt die spezifischen Anforderungen von Entwicklungsländern an das World Wide Web. Es zeigt sich, dass Nutzer in Entwicklungsländern oft solchen Kriterien große Bedeutung zumessen, die in der industrialisierten Welt als weniger wichtig einstuft werden. Qualität von Onlineinhalten und Anwendungen kann in Entwicklungsländern als Grad der Verständigung gemessen werden, die diese ermöglichen. Dies umfasst zum Beispiel die digitale Verfügbarkeit, Verständlichkeit, Relevanz oder interkulturelle Kompatibilität von Inhalten. Neben solchen Content-Qualitätskriterien werden als zweiter Aspekt einige spezifische Kriterien im Bereich der Usability aufgezeigt.

English Abstract: Which kind of news items catch the interest of readers of Online News? Why do they choose to read a specific news? Which factors direct attention to specific news items? The book “Click Magnets” by Balthas Seibold provides answers to these questions. This research of attention factors is based on a comprehensive quantitative analysis of the logfiles of the online news site “Sueddeutsche.de”, which was one of the largest German news sites at the time of the research in 2001/ 2002. The innovative methodology allowed to take into account dynamic changes of the site over time. For details and download, see German description below.
German Abstract: Welche Nachrichten interessieren den Online-Rezipienten bei einem journalistischen Online-Angebot ? Warum wird eine Meldung ausgewählt? Was weckt die Aufmerksamkeit der Leser? Antwort auf diese Fragen liefert das Buch “Klick-Magnete -Welche Faktoren bei Online-Nachrichten Aufmerksamkeit erzeugen” von Balthas Seibold. Um die Auswahlentscheidungen der Online-Leser zu erfassen, wurden die Logfiles (=Nutzungsprotokolle) des Nachrichten-Angebots der Süddeutschen Zeitung, sueddeutsche.de analysiert.
Wie gut ein Inhalt die Leser als Klick-Magnet anzieht, hängt nach den vorliegenden Ergebnissen entscheidend vom Rangplatz auf einer Webseite, von der Präsentation sowie von bestimmten Nachrichtenfaktoren und Reizwörtern ab. Dieser Befund steht im Gegensatz zu der oft geäußerten These, in der Auswahl-Welt des Hypertexts habe der Rezipient immer mehr Entscheidungsfreiheit. Es ist paradoxerweise umgekehrt: Gerade das Bestreben, möglichst viele Selektionsmöglichkeiten zu bieten, kann dazu führen, dass die faktische Entscheidungsfreiheit des Lesers kleiner wird.
Auch methodisch erschließt die Untersuchung Neuland: Erstmals wurden Logfiles von dynamisch aktualisierten Online-Nachrichten ausgewertet und mit einer Inhaltsanalyse kombiniert.

Approaches to online content analysis of dynamic web content (Article)
German title: Die flüchtigen Web-Informationen einfangen. Lösungsansätze für die Online-Inhaltsanalyse bei dynamischen Inhalten im Internet. In: Publizistik.
English Abstract: The Internet is dominated by a new way of publishing — content is becoming dynamic, multimedialized and particularized. These fundamental changes question traditional content analysis, which has emerged, in recent decades, as a central tool of communication science. Now content analysis should be extended to cope with the challenges of a dynamically changing Internet. To contribute to this task, five new theoretical and four practical features of online content analysis are presented. On this basis, the article, by introducing new solutions to content analysis, demonstrates how dynamic online content could be analyzed. Particularly it is argued that content analysis of dynamic web content should include reception analysis. Tracking user paths through the web environment in a logfile analysis is a promising approach to achieve this. A great chance is posed to communication science: In the Internet, content and reception analysis may be integrated and lead to a new understanding of the links between content, recipient and selection.
German Abstract: Das Internet wird durch einen Publikationsstil geprägt, bei dem die Inhalte dynamisiert, multimedialisiert, entgrenzt und partikularisiert werden. Dies stellt die Inhaltsanalyse vor neue Aufgaben. Über Jahrehnte hinweg hat sie sich als zentrale Methode der Kummunikationswissenschaft erwiesen. Nun sollte sie erweitert werden, um den neuen Gegebenheiten des Internets gerecht zu werden. Als Beitrag dazu werden fünf neue theoretische und vier praktische Besonderheiten der Online-Inhaltsanalyse dargestellt. Darauf aufbauend werden Lösungsansätze aufgezeigt, mit denen man auch die flüchtigen Informationen des Webs inhaltsanalytisch einfangen kann. Insbesondere wird argumentiert, dass die Inhaltsanalyse von dynamischen Netz-Inhalten auch die Nutzungsanalyse integrieren sollte. Ein viel versprechender Ansatz dazu ist die Logfile-Analyse, die die Nutzerpfade durch ein Web-Angebot transparent macht. Für die Kommunikationswissenschaft ergeben sich große Chancen: Inhaltsanalyse und Rezeptionsanalyse können im Internet so miteinander verknüpft werden, dass die Zusammenhänge von Inhalten, Rezipient und Auswahl sichtbar, messbar und überprüfbar werden.
